Freetown, 27 May 2025 – Claims that Pavi Fort AL-Associates Group Ltd has implemented so-called “ghost projects” in Sierra Leone have been debunked through multiple independent oversight missions and official evaluations from 2023 to 2025. The company’s infrastructure projects have not only been verified but have elevated its reputation as a leading force in Sierra Leone’s development.
One of the company’s flagship projects, the Kono-Kurubola-Kabala Road Project, spanning 261 kilometers, was commissioned by President Julius Maada Bio on 19 May 2023. Designed to improve regional connectivity between Koinadugu, Falaba, and Kono Districts, the road has significantly reduced travel time, transportation costs, and enhanced access to essential services for thousands. As of mid-2024, 74% of the first 61-kilometer segment from Kabala to Limbaya Junction has been completed, including extensive paving and ongoing bridge construction.
Pavi Fort’s contributions to urban mobility have also been recognized under the World Bank-funded Integrated Resilient Urban Mobility Project (IRUMP) in Freetown, where it successfully upgraded key roundabouts at Kissy Ferry Junction, Congo Cross, and Lumley, improving traffic efficiency. Additionally, the company conducted extensive street maintenance in Freetown and completed the refurbishment of a hospital in Port Loko, reaffirming its broad infrastructure capabilities.
Further validation came during Parliamentary oversight visits, including an inspection by Honourable Ing. Habib Fabbah, Deputy Chairman of the Parliamentary Committee on Works and Public Assets, on 8-9 June 2024. The committee confirmed that 74% of the Kenema Township Road Project was completed and praised the technical standards upheld. In Kabala, Pavi Fort completed its entire road construction scope, overcoming material challenges while creating over 600 direct jobs, with additional employment through local subcontracting.
On 3 May 2025, another oversight mission led by Honourable Sallieu Osman Sesay, Chairman of the Parliamentary Committee on Agriculture and Food Security, and Dr. Henry Musa Kpaka, Minister of Agriculture and Food Security, inspected the Torma Bum Sector 1 & 2 irrigation project and a 17-kilometer rural road initiative in Bonthe District under the Regional Rice Value Chain Project (RRVCP). Despite receiving only $3.3 million of a $10.9 million contract, Pavi Fort had completed 85% of Sector 1, a milestone described as “marvelous” by parliamentary officials.
Commendations have come from multiple quarters, including Mayor of Kenema Thomas Karimu Baio, Paramount Chief Honourable Alex Maada Kainpumu, and Honourable Daniel B. Koroma, who have praised Pavi Fort’s transparency, community engagement, and infrastructure excellence.
