University of Sierra Leone Embarks on Comprehensive Policy Review

Freetown, Sierra Leone — August 4, 2025: The University of Sierra Leone (USL) has officially launched a comprehensive review of its institutional policies aimed at enhancing service delivery, ensuring compliance, and aligning with international best practices. The initiative, spearheaded by the USL Policies Review Committee, commenced on July 30, 2025, and is being led by Dr. Hindowa Momoh, Director of Policy at USL.

Dr. Momoh emphasized that the review seeks to make university policies more reader-friendly, comprehensive, and codified, with a clear framework for implementation. “We are not only revising existing policies but also developing new ones to address emerging issues such as artificial intelligence, ICTs, and social media,” he said. “These are critical to promoting equity, freedom, and ethical standards within the university ecosystem.”

One of the key motivations behind the review is the outdated nature of some existing documents. For example, the current Human Resources Policy, developed in 2018, still references the Universities Act of 2005, despite the enactment of the Universities Act 2021. The committee aims to ensure that all policies reflect the latest legislative and technological developments.

The review process will include validation at all levels before implementation. Among the documents under scrutiny are: Examination Policy,  USL Administrative and HR Policy,  ICT Policy,  Assets Management Policy, Policy on Research and Innovation and Partnership and International Relations Policy

In addition, the committee will table other strategic documents including the Quality Assurance Policy, the Strategic Plan for 2025–2030, and the Performance Management Contract for the university.

Dr. Momoh also noted that the Conditions of Service document will require active collaboration with the Academic Staff Association, underscoring the importance of stakeholder engagement in the review process.

The initiative is being coordinated in collaboration with the Directorate of Communication and International Relations, led by Dr. Tonya Musa, who reaffirmed the university’s commitment to transparency and excellence.

As USL moves forward with this transformative exercise, the academic community and stakeholders are encouraged to participate actively in shaping the future of the institution.
