NASSIT Signs Historic MOU with Africa Finance Corporation to Drive Infrastructure Growth

New York, September 22, 202:  In a major stride toward advancing infrastructure development across Africa, Sierra Leone’s National Social Security and Insurance Trust (NASSIT) has signed a landmark Memorandum of Understanding (MOU) with the Africa Finance Corporation (AFC). The agreement, signed by NASSIT Director General Mohamed Fuaad Daboh on behalf of the Africa Social Security Association (ASSA), took place on the sidelines of the United Nations General Assembly in New York.

The MOU aims to bolster ASSA’s institutional capacity and facilitate the creation of an Infrastructure Investment Fund for Africa. The fund will focus on critical sectors including transport, energy, water and sanitation, and telecommunications—areas vital to the continent’s sustainable development.

Describing the partnership as a “historic milestone,” Mr. Daboh, a founding member of ASSA and a member of its Governing Council, emphasized the transformative potential of the collaboration for social security institutions across Africa. AFC President and CEO Samaila Zubairu echoed this sentiment, highlighting AFC’s commitment to launching joint research initiatives on pension regulations to unlock long-term savings for infrastructure financing.

In a related development, Mr. Daboh will represent Sierra Leone at the upcoming World Social Security Forum in Kuala Lumpur, scheduled from September 29 to October 3, 2025. He is expected to deliver a keynote address on the role of social security in Sierra Leone’s socio-economic development, participate in a panel on good governance practices, and engage in high-level discussions on expanding social protection for the informal sector. These talks will include updates on the Salone Informal Sector Pension Scheme, a pioneering initiative aimed at extending coverage to previously underserved workers.

This dual engagement underscores Sierra Leone’s growing leadership in regional social security reform and infrastructure investment.
