Sierra Leone – February 13, 2026 – The All Peoples Congress (APC) has formally opposed the proposed appointment of Mr. Edmond Sylvester Alpha as Chief Electoral Commissioner and Chairman designate of the Electoral Commission for Sierra Leone (ECSL).
In a letter addressed to Mr. Fortune, the Secretary to the President, the APC acknowledged receipt of the government’s communication regarding Alpha’s nomination but raised strong objections, citing credibility concerns, unresolved electoral reform recommendations, and issues of public trust.
Key Concerns Raised by APC
- Unfulfilled Reform Recommendations: The APC stressed that recommendations 20 and 36 of the Tripartite Committee—calling for a parliamentary standing committee and a search and nominating committee—must be implemented before any new appointments are made.
- Credibility Issues: The party argued that Alpha’s role in the 2023 elections, which international observers described as lacking transparency and containing statistical inconsistencies, disqualifies him from leading the Commission.
- Public Statements: The APC criticized Alpha’s remarks suggesting the 2028 elections would mirror those of 2023, saying such comments undermine confidence in electoral neutrality.
- Hostility Toward Observers: The party noted Alpha’s perceived hostility toward election observers, citing incidents such as the removal of a National Elections Watch representative from a polling station in Port Loko.
APC’s Position
Acting Chairman Amb. Osman Foday Yansaneh reaffirmed the APC’s commitment to democracy and the rule of law but warned that the party would lawfully resist any attempt to replicate the conditions of the 2023 elections. The APC urged President Julius Maada Bio to appoint another suitably qualified Sierra Leonean whose record and public standing could inspire national confidence and strengthen electoral integrity ahead of 2028.
The party concluded by expressing readiness for constructive engagement to safeguard Sierra Leone’s democratic institutions, peace, and stability.
