FREETOWN, June 15, 2026: The Human Rights Commission of Sierra Leone (HRCSL) has commenced a public tribunal hearing into allegations of unfair dismissal brought by Dr. Joseph Gaima Lukulay Moiba against the Chancellor of Milton Margai Technical University.
Dr. Moiba claims his employment was terminated in March 2022 without adherence to due process, amounting to a violation of his right to a fair hearing.
The complainant, who joined proceedings via WhatsApp, was represented by HRCSL legal officers Doris Fillie‑Faboe Esq., Abdul Deen Sesay Esq., and Samuel Bangura Esq. The university’s Chancellor was represented by Jane Conteh Esq.
The tribunal, convened under HRCSL’s mandate to investigate and adjudicate human rights complaints, adjourned the matter to Thursday, June 18, 2026, for continuation of proceedings.
Background
The case stems from Dr. Moiba’s dismissal in 2022, which he alleges was carried out without proper disciplinary procedures or an opportunity to defend himself. HRCSL’s intervention reflects its broader role in safeguarding citizens’ rights and ensuring accountability in public institutions.
Tribunal hearings of this nature are part of HRCSL’s quasi‑judicial powers, allowing individuals to seek redress for alleged violations of fundamental rights, including the right to fair hearing guaranteed under Sierra Leone’s Constitution and international human rights instruments.
