Freetown, September 14, 2026: The Government of Sierra Leone has reaffirmed its commitment to strengthening public institutions, improving performance, and enhancing the delivery of quality public services during a high‑level Government Delivery Clinic convened by Chief Minister Dr. David Moinina Sengeh.
At the session, the Public Sector Reform Unit (PSRU) presented on behalf of the Minister of Public Administration and Political Affairs, Hon. Amara Kallon, outlining achievements, challenges, and priorities for the 2026–2027 public‑sector reform agenda under the Medium‑Term National Development Plan.
The Delivery Clinic provided a platform to assess progress, identify bottlenecks, and strengthen accountability across government. Discussions emphasized the role of Management and Functional Reviews (MFRs) as diagnostic tools for identifying institutional weaknesses and recommending improvements in mandates, structures, systems, and capacity.
Chief Minister Sengeh stressed that delivery clinics are designed to help ministries reflect on priorities and determine what should be achieved over the next six, 12, and 18 months, ensuring reforms translate into measurable results for citizens.
Concluding the presentation, PSRU Director Sulaiman Phoray‑Musa underscored the need for stronger institutional coordination and sustained efforts to translate reform initiatives into improved efficiency, performance, and service delivery.
The Public Sector Reform Unit has been central to Sierra Leone’s governance reforms, conducting management reviews and supporting institutional restructuring across ministries, departments, and agencies. The Delivery Clinics, introduced under President Julius Maada Bio’s administration, are part of a broader push to strengthen implementation, monitoring, and accountability in line with national development priorities.
