FREETOWN, September 16, 2026 – The National Investment Board (NIB), in partnership with the United Nations Trade and Development (UNCTAD), has officially launched the Digital Economy Investment Policy Review, a four-year initiative aimed at strengthening Sierra Leone’s capacity to attract and promote investment in the digital economy.
The initiative, which will run from 2026 to 2029, was unveiled during an inception workshop in Freetown that brought together key stakeholders to examine global investment trends and their implications for Sierra Leone’s digital economy.
Discussions at the workshop focused on global trends in investment, the impact of digital transformation on economic development, and the introduction of the toolkit and methodology that will guide the Investment Policy Review process.
Speaking at the launch, NIB Executive Director, Dr. Edward Hinga Sandy, underscored the importance of credible data, inclusive digital governance, and increased participation of women and young people in the digital economy. He noted that these priorities align with Sierra Leone’s Medium-Term National Development Plan (2024-2030).
The review is expected to provide a comprehensive assessment of Sierra Leone’s readiness to attract digital economy investments. It will also deliver policy recommendations, strengthen the capacities of policymakers and regulators, and create opportunities for peer learning and knowledge exchange.
Representing UNCTAD, Mr. Kiyoshi Adachi highlighted the organization’s extensive experience in supporting digital economy development around the world. He outlined UNCTAD’s three-pillar framework, which focuses on shaping policy formulation, stimulating investment, and fostering sustainable development impact.
Stakeholders said the initiative marks a significant step towards enhancing Sierra Leone’s digital investment environment, expanding opportunities within the digital sector, and supporting the country’s broader goal of achieving inclusive and sustainable economic transformation.
