Sierra Leone – November 12, 2025: The All People’s Congress (APC) has strongly criticized the Bio-led government for what it described as deliberate delays and selective implementation of the Tripartite Committee’s recommendations, particularly those concerning the 2025 Population and Housing Census.
Speaking at a press conference held at the party’s headquarters in Freetown, Comrade Leonard Balogun Koroma, Chairman of the APC Census Technical Committee, condemned the government’s decision to postpone the census to December 2026. He argued that the move was a calculated attempt to influence the 2028 electoral timetable.
Koroma stressed that the delay contravenes Recommendation 38(b) of the Tripartite Agreement, which stipulates that census data released less than 24 months before a general election should not be used for constituency boundary delimitation. He accused the government of acting “in bad faith” with the intention of manipulating the release of results and disrupting electoral preparations.
Highlighting the achievements of the APC Census Committee since its establishment in March 2025, Koroma pointed to national awareness campaigns, media engagements, observer training, and strengthened collaboration with Statistics Sierra Leone as evidence of the party’s commitment to a credible census process.
He further recommended that if final census data are not available before the 2028 elections, projected figures from the 2015 census or provisional results from 2026 should be used for constituency boundary demarcation.
Reaffirming the APC’s stance, Koroma declared that a genuine population count would confirm the party’s “true majority in Sierra Leone.” He concluded by pledging that the APC would continue educating citizens, members, and supporters to “own the census and leverage its success for victory in 2028.”
