Freetown, July 6, 2026: The Ministry of Employment, Labour and Social Security has reaffirmed its partnership with the Chinese Embassy in Sierra Leone following a courtesy visit by Chinese Counsellor Peng Wang to Minister Mohamed Rahman Swarray.
During discussions, both sides emphasized the importance of strengthening bilateral cooperation, improving compliance with Sierra Leone’s labour laws, and creating a more conducive environment for Chinese businesses operating in the country.

- Counsellor Wang announced a bilateral training programme for Ministry staff next year, focusing on newly recruited labour inspectors and enforcement officers.
- He proposed regular engagements with the Chinese Chamber of Commerce to educate enterprises on Sierra Leone’s labour regulations.
- Concerns were raised over delays in processing Unified Work Permits and discrepancies in the online system, with a call for the Ministry’s intervention.
Minister’s Assurances
Minister Swarray welcomed the continued partnership, describing China as a trusted development partner. He emphasized that Chinese companies are valued contributors to Sierra Leone’s economy and infrastructure development, while stressing that labour inspections are aimed at promoting compliance through dialogue rather than confrontation.
“Chinese companies remain among the largest employers in Sierra Leone and have made significant contributions to the country’s infrastructure development. Our goal is to ensure compliance while maintaining a productive partnership,” Minister Swarray said.
He also requested expanded training opportunities, support for the Labour Migration Unit, and assistance in rehabilitating the Ministry’s Trade Testing Centre.
Moving Forward
Counsellor Wang reaffirmed China’s commitment to supporting a stable investment climate and appealed for continued Ministry support to Chinese establishments. In response, Minister Swarray assured that pending work permit applications would be expedited and technical challenges with the online platform addressed.
The meeting concluded with both sides pledging to maintain regular communication and strengthen cooperation to promote labour compliance, economic growth, and sustainable development for the mutual benefit of Sierra Leone and China.
