Defence Council Approves Sale of Juba Barracks

The Defence Council of the Republic of Sierra Leone Armed Forces has approved the sale of the Juba Military Barracks in Freetown, a move officials say will unlock funds for modern military infrastructure and strengthen operational readiness.

Defence Spokesperson and Chief of Air Staff, Hassan Sei Coomber, confirmed the decision, describing it as part of a broader modernization agenda aimed at improving troop accommodation, optimizing land use, and enhancing command and control across the armed forces.

According to Coomber, the approval followed extensive scoping exercises and a cost-benefit analysis conducted by the Defence Council. He explained that the armed forces have already secured sufficient land to relocate personnel into purpose-built, high-rise facilities. “We have acquired more land than we currently need to relocate our personnel. If we trade off Juba, areas such as Murray Town have enough space to accommodate high-rise developments. Modern military accommodation now relies on vertical construction rather than scattered housing,” he said.

The Juba Barracks, located in a rapidly developing part of Freetown, currently houses about 18 soldiers’ quarters. Defence officials argue that the site’s layout is inefficient compared to modern multi-storey facilities. Coomber noted that negotiations for the sale are ongoing but emphasized that the Defence Council had already weighed the long-term development benefits for both the military and the city.

The planned sale is expected to attract private-sector investment, contribute to Freetown’s urban growth, and enable the military to reinvest in consolidated housing projects. Coomber stressed that centralized, modern facilities would not only accommodate more soldiers but also improve accountability, discipline, and rapid deployment. “This will also help us better control our personnel and ensure their availability whenever they are needed,” he added.

History of Juba Barracks in Freetown

Juba Barracks is one of the Republic of Sierra Leone Armed Forces’ (RSLAF) long-standing military installations, located in the western part of Freetown. Its history is tied to the post-independence expansion of the armed forces and the need to house personnel close to the capital.

Origins & Purpose 

Juba Barracks was established to provide accommodation and operational support for soldiers stationed in Freetown. It became a key residential site for military families and personnel, though its layout remained relatively modest compared to larger bases.

Strategic Location 

Positioned in a rapidly urbanizing area of Freetown, the barracks sat on land that grew increasingly valuable as the city expanded. Initially, its location offered proximity to administrative and command centers, but over time, urban development pressures made the site more attractive for civilian and commercial use.

Role in Military Housing 

The barracks contained about 18 soldiers’ quarters, serving as a small but important housing facility. However, the limited capacity and scattered housing design were later deemed inefficient compared to modern, high-rise military accommodation models.
