Finance Minister Highlights Pillars of National Resilience

Oxford, UK, June 3, 2026: Sierra Leone’s Minister of Finance, Sheku Ahmed Fantamadi Bangura, has underscored the importance of vision, strong institutions, policy consistency, and resilient legal systems as the foundations that sustain nations through uncertainty.

Speaking during the Oxford Africa Conference, Minister Bangura shared reflections on leadership and governance while responding to a question about lessons from the generation before him that now shape his policymaking approach.

“Vision, strong institutions, policy consistency, and resilient legal systems are the pillars that sustain nations through uncertainty,” he stated, stressing that leadership alone is insufficient without effective institutions and stable systems to support national progress.

Whole-of-Society Approach

Bangura emphasized that when nations face crises, overcoming them requires a whole-of-government and whole-of-society approach, driven by clear leadership, resilient institutions, and laws capable of safeguarding state functions.

He noted that his generation has embraced the importance of learning from established systems and experienced leaders, highlighting that effective leadership is built not on rhetoric but on strengthening institutions, maintaining governance consistency, and cultivating adaptability.

Continuous Learning and Stability

The Minister stressed that leadership, strong institutions, and continuous learning must work together to respond to both national and global challenges. These, he said, are the foundations that enable nations to remain resilient, preserve stability, and continue advancing even in periods of uncertainty and global disruption.

The remarks, which he later shared on his official Facebook page, reflect Sierra Leone’s broader commitment to institutional reform and resilience in governance.
