Sierra Leone — February 16, 2025: Proceedings at the Tribunal investigating the conduct of Justice Baami Holloway were adjourned on Monday after the defence team filed an application challenging the composition of the panel.
The Tribunal, chaired by Supreme Court Judge Justice Abdulai Bangurah, was constituted under Section 137 of the 1991 Constitution following President Julius Maada Bio’s directive in September 2025. Justice Bangurah sits alongside legal practitioners Robin Mason and Francis Gabidon.
Lead defence counsel Sulaiman Bejan Tejansie submitted the application on Friday, raising concerns about the panel’s composition. Justice Bangurah disclosed the filing during Monday’s sitting at the Law Courts Building on Siaka Stevens Street.
Director of Public Prosecutions Osman Kanu, leading the state’s case, requested time to study and respond to the issues raised. The panel granted the request, adjourning proceedings to Thursday, February 19, 2025.
The session was conducted in a calm and orderly manner, with counsel for both sides, junior lawyers, members of the media, and a small public audience present. Justice Holloway attended the hearing accompanied by a relative.
Justice Holloway was interdicted by the Judicial Service Commission in September 2025, pending investigation into allegations concerning his conduct. He was suspended from his position as a Judge of the Superior Court of Judicature until the Tribunal concludes its inquiry.
