The Independent Procurement Review Panel (IPRP) has received a complaint alleging procurement irregularities in the implementation of the Sierra Leone Digital Transformation Project under the Ministry of Communications, Technology and Innovation.
According to a statement issued by the IPRP Communication Unit, the complaint was filed by Tiwai Memory Masters Ltd on September 21, 2026, pursuant to Section 63(1) of the Public Procurement Act, 2016, and Regulation 163(1).
The complaint relates to the procurement process for the Supply, Installation, Implementation and Support of GWAN and GLANS across Ministries, Departments and Agencies (MDAs) under reference SL-MOF-526879-NC-RFP.
Tiwai Memory Masters Ltd alleges that due process and the required procurement procedures were not followed during the procurement exercise.
The IPRP confirmed receipt of the complaint and said it will review the allegations to determine whether there are sufficient grounds for a formal investigation, in line with its statutory mandate and applicable procurement regulations.
The Panel noted that its review process is intended to ensure fairness, transparency and compliance in public procurement, particularly in projects financed by development partners.
The matter underscores the importance of oversight mechanisms in safeguarding value for money and promoting accountability in the execution of public sector projects.
The IPRP said further updates will be provided as the review progresses and decisions are made regarding the next course of action.
