Parliament Ratifies  Diplomatic and Economic Agreements

Freetown, 22 July 2025 — The Parliament of Sierra Leone has unanimously ratified a series of major international agreements aimed at strengthening diplomatic relations, enhancing environmental protection, and promoting economic development.

Foreign Affairs Minister Timothy Kabba tabled three key documents for parliamentary approval:

–  Visa Exemption Agreement between Sierra Leone and Kazakhstan for holders of diplomatic and service passports. Kabba described the accord as a milestone in fostering bilateral ties and easing travel for officials.

–  United Nations Law of the Sea Convention Agreement concerning the conservation and sustainable use of marine biodiversity beyond national jurisdiction. Kabba stressed its importance in Sierra Leone’s fight against climate change and the benefits of global cooperation.

–  Combined 6th and 7th Periodic Reports to the UN under the Convention on the Rights of the Child, showcasing Sierra Leone’s progress in education and healthcare.

Debate in Parliament reflected widespread support, Hon. Joseph Williams-Lamin urged rapid ratification to uphold Sierra Leone’s international image, while opposition members echoed enthusiasm for the agreements.

Opposition Leader Hon. Abdul Kargbo hailed the visa exemption as “a positive diplomatic step” but cautioned against potential misuse for illicit activities. He also praised the marine biodiversity agreement and affirmed support for Sierra Leone’s child rights report.

Deputy Speaker Hon. Ibrahim Tawa Conteh closed the session with commendation for Minister Kabba’s leadership and urged other ministries to emulate his proactive approach.

In a parallel session, Parliament also ratified two economic agreements presented by Finance Minister Ahmed Sheku Fantamadi Bangura:

– Debt-Equity Swap Agreement between the Government and Sierra Mineral Holdings Limited — part of a long-standing financial restructuring effort.

– Articles of Agreement of the Islamic Corporation for the Insurance of Investment and Export Credit, reinforcing Sierra Leone’s participation in international economic frameworks.

These developments signal Sierra Leone’s continued commitment to global engagement and national progress.
