S/Leone Strikes Landmark Deal With UGHE to Transform Hospital Leadership

Kigali, Rwanda – January 28, 2026: Sierra Leone’s Ministry of Health (MoH) has signed a landmark Memorandum of Understanding (MoU) with the University of Global Health Equity (UGHE) to institutionalize leadership development across the country’s public hospital system.

The agreement, signed at Kigali Heights by Dr. Med Mustapha Sundifu Kabba, Deputy Chief Medical Officer (Clinical Services), represents a major step toward strengthening hospital management and improving health service delivery nationwide.

Under the partnership, the first cohort of hospital leaders will begin training in Freetown in March 2026 with three days of in-person sessions. A second cohort will follow, with both groups continuing online learning for three months. The programme also includes nine months of structured progress tracking and results monitoring, guided by performance indicators and dashboards.

Speaking at the ceremony, Prof. Nobhojit Roy, Chair of the Centre for Leadership in Global Health Equity, said the initiative would enhance leadership capacity in public health facilities, improve coordination, and ensure greater efficiency and value for money.

Dr. Kabba expressed gratitude to UGHE for its sustained engagement, noting that the programme will be fully funded by UGHE and its partners at no cost to the Ministry. He reaffirmed government’s commitment to building competent and accountable leadership as a cornerstone of improved health service delivery.

The MoU signals Sierra Leone’s determination to strengthen institutional leadership as part of broader health sector reforms. By equipping hospital management teams with modern leadership skills, the partnership is expected to drive efficiency, accountability, and resilience across the public health system.
