Sierra Leone has taken a bold step toward energy independence and sustainable development with the launch of “Mission 300,” a $2.2 billion energy compact unveiled by Dr. Kandeh Kolleh Yumkella, Chairman of the Presidential Initiative on Climate Change, Renewable Energy and Food Security. The announcement was made during the Ministry of Information’s weekly press briefing on Tuesday, October 7, 2025.
Mission 300 is a comprehensive national strategy designed to overhaul Sierra Leone’s power sector by 2030. It aims to increase electricity generation capacity from 271 megawatts to over 1,000 megawatts, raise national electrification from 36% to 78%, and expand renewable energy penetration to 52% within five years. The initiative has received full endorsement from the World Bank and other development partners, which Dr. Yumkella described as a strong vote of confidence in the country’s energy vision.
“This is an investment plan, not an aid plan,” Dr. Yumkella emphasized, commending the local technical team—led by a woman—for their dedication and expertise.
Mission 300 is built on five strategic pillars:
- Generation Expansion: Scaling up power production to meet growing demand.
- Regional Integration: Connecting Sierra Leone’s grid to regional energy markets.
- Renewable Decentralization: Promoting off-grid and community-based renewable solutions.
- Powering Social Sectors: Ensuring reliable energy for health, education, and agriculture.
- Utility Reform: Strengthening governance, efficiency, and financial sustainability of energy providers.
The plan also addresses critical public health concerns, with Dr. Yumkella noting that nearly 90% of Sierra Leoneans lack access to clean cooking solutions—a condition that affects up to 50,000 people annually, particularly women and children.
Mission 300 seeks to mobilize $1.4 billion in investments, including $600 million from independent power producers. It also reintegrates the previously delayed Millennium Challenge Corporation (MCC) Compact into the national energy strategy, positioning Sierra Leone as a future regional energy hub.

Mission 300 was conceived as part of Sierra Leone’s broader efforts to tackle energy poverty, drive economic growth, and meet climate resilience goals. The initiative aligns with the country’s commitments under the Sustainable Development Goals (SDGs) and the Paris Climate Agreement. It reflects a shift from donor dependency to investment-led development, with a focus on infrastructure, innovation, and inclusive growth.
With strong international backing and a clear roadmap, Mission 300 is poised to redefine Sierra Leone’s energy landscape—bringing light, opportunity, and progress to millions of citizens by the end of the decade.
