Sierra Leone Signs Landmark Social Housing MoU with SO.AFRI.LOGE

Dakar, Senegal – June 5, 2026 – The Government of Sierra Leone has signed a major Memorandum of Understanding (MoU) with SO.AFRI.LOGE, a Malian housing development company, to construct 22,000 social housing units for civil servants under a mortgage financing scheme.

The agreement was signed at the Sierra Leone Embassy in Dakar by the Ministry of Public Administration and Political Affairs (MoPAPA) and the Ministry of Lands, Housing and Country Planning (MLHCP), facilitated through the Embassy’s economic diplomacy efforts led by Ambassador Ibrahim Turay.

The MoU establishes a framework for cooperation in planning, financing, construction, and implementation of affordable housing programs tailored for Sierra Leone’s public sector workforce. The initiative forms part of President Julius Maada Bio’s broader public sector reforms, designed to improve the welfare, motivation, and productivity of civil servants through strategic social protection measures.

Minister of Public Administration and Political Affairs, Hon. Amara Kallon, emphasized that the project would transform the housing situation for civil servants, noting that past challenges faced by government workers should not be repeated.

Minister of Lands, Housing and Country Planning, Hon. Dr. Turad Senesie, welcomed the partnership, stressing that the project would alleviate the housing burden on civil servants. He assured SO.AFRI.LOGE of his ministry’s full support and highlighted Sierra Leone’s flexible tax regime as an incentive for investors.

SO.AFRI.LOGE representatives, Mahamane Baba Maiga and Mr. Bathily, expressed confidence in Sierra Leone’s investment climate, citing their successful housing projects in Senegal as a model. The company will deliver architectural and construction plans, financial models, and mobilize resources for the project, while ensuring compliance with building standards and environmental regulations.

The MoU also provides for technology transfer and skills development for Sierra Leonean professionals, strengthening local capacity in housing development.

A Joint Technical Committee will be established to oversee coordination, monitoring, and evaluation. Within 90 days, the parties will develop a detailed implementation plan outlining timelines, financing arrangements, and phased construction.

Ambassador Turay praised the collaboration, noting that the agreement reflects Sierra Leone’s proactive foreign policy agenda and commitment to attracting direct investment through economic diplomacy.
