Freetown, February 2026: The United Kingdom and Sierra Leone are reimagining the future of their development partnership, with a renewed focus on strengthening national systems and building sustainable reforms.
In a high-level engagement, Ms. Alexandra Maclean, Development Director at the UK’s Foreign, Commonwealth and Development Office (FCDO), met with Madam Kenyeh Barlay, Sierra Leone’s Minister of Planning and Economic Development, to discuss preparations for a proposed roundtable that will redefine the scope and priorities of UK support.
Ms. Maclean explained that the UK is reassessing its global development cooperation framework, moving away from a predominantly project-based approach toward a blended model that integrates projects with systems strengthening, strategic partnerships, and technical expertise.
She cited the collaboration between HM Revenue and Customs and Sierra Leone’s National Revenue Authority as a successful example of partnership-driven reform, noting its role in boosting domestic revenue mobilization. Despite reductions in overall UK development assistance, she reaffirmed Britain’s commitment to ensuring interventions remain impactful and responsive to Sierra Leone’s needs.
Minister Barlay welcomed the initiative, stressing Sierra Leone’s determination to strengthen national systems and improve the quality of bankable projects. She emphasized that aligning external support with national priorities is critical to achieving sustainable development outcomes.
Both sides agreed to convene a technical consultation with line ministries at the Office of the Vice President by late February. The FCDO will circulate a concept note and draft agenda ahead of the meeting to guide discussions.
The engagement concluded with the presentation of Sierra Leone’s 2025 Development Assistance Report, underscoring the country’s commitment to transparency and evidence-based planning.
The proposed roundtable is expected to serve as a strategic platform for redefining UK–Sierra Leone cooperation, ensuring that future interventions go beyond short-term projects to strengthen institutions, enhance accountability, and deliver lasting impact for communities across the country.
