Parliament Ratifies BOT Concession Agreement

Freetown,  May 29, 2026:  Parliament has ratified a landmark 15-year Build-Operate-Transfer (BOT) concession agreement between the Government of Sierra Leone and Multi GIS E-Services SL Ltd for the establishment of an Online Business Registration System (OBRS), following Cabinet approval.

The agreement is designed to modernize and digitize Sierra Leone’s business registration process, making it more efficient, transparent, and accessible to entrepreneurs and investors.

Through the concession arrangement, Multi GIS E-Services SL Ltd will develop, operate, and maintain the OBRS for the duration of the agreement before transferring it back to the Government at the end of the concession period.

Finance Minister Sheku Ahmed Fantamadi Bangura emphasized that the initiative will significantly improve the ease of doing business in Sierra Leone by streamlining registration procedures, reducing administrative bottlenecks, and enhancing service delivery for businesses nationwide.

The ratification reflects government’s commitment to leveraging technology and public-private partnerships to strengthen public services, attract investment, and support private sector growth.
